Britain, U.S. assess Iraqi troop levels

BAGHDAD, Sept. 4 (UPI) -- Defense Secretary Donald Rumsfeld says Iraq must start providing its own security rather than continue to rely on coalition forces, CNN reported Thursday.

"It is their country, they ultimately are going to have to provide security for that country," Rumsfeld while on his way to Iraq.

Rumsfeld's trip Thursday comes as the Bush administration prepares to introduce a draft U.N. Security Council resolution authorizing a multinational force and encouraging Iraqis to set a timetable for holding elections and establishing self-rule.

Under the U.N. resolution being drafted by the White House, the United States would keep a "dominant role" in the Iraq occupation and be in command of any multinational peacekeeping mission, U.S. Secretary of State Colin Powell said.

In another development, Britain's defense chief has ordered a review of British troop levels in Iraq following a report the foreign secretary told Prime Minister Tony Blair to send more troops or risk "strategic failure."
