The delay was sought by Belgrade so a new Serbian parliament could be convened following general elections last month.

Rohan said he expects the Vienna talks to be completed early in March after which Martti Ahtisaari, the chief U.N. envoy to the Kosovo talks, is to submit his proposal to the U.N. Security Council.

Last week, Ahtisaari was in Belgrade and Pristina to deliever a draft plan on the future status of Serbia's mainly ethnic-Albanian Kosovo province.

Commenting on Ahtisaari's draft plan, Serbia's leaders said Belgrade will never accept the independence of Kosovo.

U.N. administrators and NATO troops have been deployed in Kosovo to contain ethnic conflicts since 1999.
