"We are safer?" Kerry asked. "The question is: Are we as safe as we ought to be? The answer is 'No.'"

Kerry was expected to take a ferry across Lake Michigan for an evening speech in Pere Marquette Park in downtown Milwaukee, kicking off a two-day campaign swing across southern Wisconsin and northeastern Iowa.

His running mate, Sen. John Edwards, D-N.C., is stumping in Florida.
