Britian to propose lifting Libya sanctions

WASHINGTON, Aug. 16 (UPI) -- A Britain-sponsored draft resolution to lift U.N. sanctions against Libya could be presented to the U.N. Security Council as early as Monday.

British officials announced the plan Saturday, one day after Libya formally accepted responsibility for the 1988 bombing of a U.S. airliner over Lockerbie, Scotland, Voice of America reported.

The United States will not oppose lifting the sanctions, but is expected to abstain from the vote over concerns about human rights violations in Libya, VOA said.

France has said it may veto the resolution unless Libya gives more money to the families of 170 people killed in the bombing of a French UTA aircraft over Niger in 1989.

In a letter to the United Nations Friday, Libya formally accepted responsibility for the Lockerbie bombing and agreed to pay a $2.7 billion settlement to the families of the 270 victims of Pam Am flight 103.
