WASHINGTON, March 27 (UPI) -- A bill establishing a nationwide "Amber Alert" system to track down interstate kidnappers was overwhelmingly passed by the House Thursday. The measure, to be sent to the Senate, was part of the Child Abduction Prevention Act that also contains harsher penalties for kidnappers and steps to prevent paternal abductions.
