SAN FRANCISCO, March 11 (UPI) -- Charges that San Francisco Police Chief Earl Sanders obstructed an internal assault investigation were dropped Tuesday by the district attorney. Prosecutors cited a lack of evidence, although charges remain in place against five other ranking officers and three rookies involved in an off-duty street beating.
