WASHINGTON, Feb. 7 (UPI) -- The United States raised its terror advisory level from "elevated" to "high" Friday, placing government agencies on alert. For the public, Homeland Security Secretary Tom Ridge said, "We are not recommending that events be canceled or travel plans be changed."
