Inaugural '81:Only minor protests to greet Reagan

WASHINGTON -- With no war raging and continued uncertainty about his policies on the nation's minorities and poor, Ronald Reagan can expect only a minimum of protest at his inauguration.

Unlike past years when antiwar demonstrators battled police, none of the scattered planned demonstrations should disrupt the festivities this time.

The most evident demonstration will be mounted by the National Organization for Women and other feminist groups, angered by Reagan's unrelenting opposition to the ratification of the Equal Rights Amendment.

ERA inaugural activities begin Sunday with a prayer and song vigil outside the National Presbyterian Church in Northwest Washington, sponsored by Religious Committee for the ERA.

Reagan, currently a member of a Los Angeles Presbyterian church, is expected to attend services there Sunday and to make it his church during his administration.

Both the United Presbyterian Church in the U.S.A. and the Presbyterian Church -- U.S., support ERA.

Monday feminists and their supporters plan a silent procession around the White House.

Centerpiece of the pro-ERA demonstrations, however, will occur Tuesday when women wearing green and white sashes and holding green and white banners will dot the parade route.

'The demonstration will be a dignified and quiet observance for women's equality,' NOW said in a statement. 'It will be a visible reminder by ERA supporters that, contrary to President-elect Reagan's position, it is not possible to have the 'E' and 'R' of the Equal Rights Amendment without the 'A.''

U.S. Park Police have approved permits for five other demonstrations that day, although several of the groups estimate participation of just a handful of protesters.

The major anti-Reagan demonstration, sponsored by the People's Counter-inaugural Committee, is directed against the resurgence of the Ku Klux Klan and racism.

Estimating a turnout of between 2,500 and 5,000, the counter-inaugural group is made up of such groups as the Socialist Workers Party, the Maoist Revolutionary Communist party, the Progressive Student Network and anti-nuclear groups.

It will assemble at the Lincoln Memorial and march to the Ellipse on the far side of the White House.

The Yippies, who demonstrate in Washington at every public opportunity, are calling themselves the Immoral Majority this year and hoping for 200 people at their anti-Reagan, anti-MX missile rally being held at Franklin Square, half a dozen blocks from the White House.

Park police also have granted permits for small demonstrations in Lafayette Square, across from the White House, to groups calling themselves the Justice League of America, which said it expects four people; Marylanders United for Miscellaneous Causes, which hopes for 15; and the D.C. Coalition Against the Death Penaly, hoping for 50.

'Anyone can come in here and file for a permit,' said a Park Police spokeswoman. 'You know, First Amendment rights.'

'I think some of them just want a good view of the parade,' she added.
