End to China's 1-child policy recommended

BEIJING, Oct. 31 (UPI) -- An influential Chinese foundation recommends the country end its one-child policy and set a three-year deadline to phase in a two-child limit.

The China Development Foundation said if China sticks to a one-child policy, it will be looking at "a situation as bad as the one in southern Europe," the British newspaper The Daily Telegraph reported Wednesday.

"Making the jump to two children is only a matter of time now," the foundation said. "Old people will make up a third of the population by 2050."

The report by the foundation was co-authored by economist Cui Fang who heads the population and development department of the Chinese Academy of Social Sciences.

Cui has advised several members of the ruling Politburo Standing Committee.
