Talks of 'two-speed Europe' resume

BRUSSELS, May 10 (UPI) -- The Czech Republic wants a clause in the new European Union treaty giving a group of member states the choice of opting out of certain policies.

Czech politician Jan Zahradil told the EUobserver that such wording in the new EU treaty would allow a minority group of member states to choose to opt out of EU laws agreed to by a majority in the council.

The Czech Republic says the clause would improve fairness in light of the voting system proposed in the EU constitution that gives more power to big member states such as Germany.

The Czech proposal will likely fuel debate on a "two-speed Europe," the newspaper said Thursday. The EU's current Nice Treaty allows a group of at least eight states to go ahead on their own in a form of "enhanced cooperation."
