Human trafficking and bondage has plagued the Ukraine with a recent International Organization for Migration report ranking the nation as having the world's worst track record on the issues. The study was based on the number of human trafficking victims in a given country who sought relief.

Russian officials said the two suspects are only being charged with making illegal border crossings for now but pledged the human trafficking investigation is ongoing.
