Russian lawmakers to mull bill to ban adoptions by foreign gay couples

MOSCOW, June 17 (UPI) -- Russian lawmakers will take up a bill that would ban the adoption of Russian children by foreign same-sex couples, Speaker Sergei Naryshkin said Monday.

Naryshkin said the measure will be considered in a package of adoption-related bills, including ones that would encourage adoption into Russian families and increase the adoption benefit, RIA Novosti reported.

A committee recommended the Duma to approve the amendment banning the adoption of Russian children by same-sex couples.

The amendment would change the list of people who can't adopt or be custodial parents to include "the persons married to same-sex persons as well as not married persons from the foreign states in which they are nationals or have permanent residence, whose legislation allows or recognizes same sex marriages."

Fourteen countries allow same-sex marriages.
