The former president and military dictator told a news conference in Dubai his return was "crucial," Dawn News reported Friday.
He expected the caretaker government to be set up by March 16.
Musharraf's announced return comes as a Pakistan government is for the first time set to conclude its full five-year term and transfer power to another administration
Should Musharraf return, he faces two warrants for his arrest in the 2006 death of Balochistan nationalist Akbar Bugti and the 2007 assassination of former Prime Minister Benazir Bhutto.
"I am not afraid of dangers and I leave it to God," Musharraf said, commenting on the warrants.
Musharraf announced last year he would run for office in Pakistan. He never did. Last month he told supporters in New York security concerns had delayed his return.
