Between Friday and Tuesday, the region was deluged with record-breaking rain, with some areas reporting accumulations of more than 5 feet, meteorologists said. The flooding that followed has affected parts of five provinces.

In Quang Binh province, officials said at least five people have been killed and 35,000 families forced to evacuate. Thousands of houses are covered with water up to their roofs.

In one district, nine communities were completely cut off, officials said. Emergency teams were sent in by boat to evacuate residents to the second floors of schools and government offices.

More than 900 soldiers were transferred from border patrol to work on emergency operations.
