Water levels on the Prut, Dniestr and Seret rivers had decreased 3-6 feet, officials said Wednesday.

More than 38,000 houses, however, remained partially submerged with the Ivano-Frankivsk region of western Ukraine being the hardest hit, RIA Novosti said.

Ukrainian President Viktor Yushchenko has declared a three-month state of emergency in the region to deal with the crisis.
