Minnesota Department of Natural Resources conservation officer Corey Wiebusch found Flitter while responding to complaints teenagers were shooting turtles.

Weibusch, who has passed the case along to the county attorney, said he has not recommended animal cruelty charges.

Flitter faces a $127 fine for allegedly possessing a small amount of marijuana and about $72 for shooting the turtle.

In Minnesota it is illegal to use explosives, poisons and other harmful substances to hunt turtles.
