New constitution facing rejection in Kenya

NAIROBI, Kenya, Nov. 22 (UPI) -- A proposed new constitution in Kenya was headed for a big defeat, dealing a setback to President Mwai Kibaki who had campaign for it.

With only about 500,000 more ballots to count, the measure's opponents already were leading by about 1 million votes, the BBC reported.

Kibaki's spokesman has conceded and big crowds celebrated the result on the streets of Nairobi.

Many Kenyans treated the referendum as a protest vote against Kibaki ahead of general elections due in 2007, the report said. The measure would have set up a new office of prime minister and provided more rights to women, devolution and land reform.

Kibaki's opponents say the final draft reneged on previous promises to share power and reduce corruption.
