Man arrested for keeping dogs in van

YOKOSUKA, Japan, May 13 (UPI) -- A Japanese man who lived for years in his van with a large group of dogs has been charged with driving without a license.

Police first warned the man to do something to improve the condition of his dogs after neighbors complained of the stench and noise of barking dogs coming from the van, Mainichi Shimbun reports. The man reportedly lived in the van in Yokosuka and left the dogs locked inside when he went to work.

"When you keep pets, you have to do it with common sense," a police officer said. "His actions went over the limit."

Police found 10 dogs and five puppies in the van. The animals were taken to a shelter where workers said they suffer from skin disease from the stress of living in a confined space.
