MEXICO CITY, Nov. 29 (UPI) -- Mexican President Vicente Fox said Monday Mexican citizens have been empowered by the institution of democracy in his country.
During an event entitled "The Process of Strengthening the Universities: Advances and Gains," Fox said that in the first four years of his presidency Mexicans have made many advances towards a democratic state.

Fox said democracy has generated respect for human rights, transparency and a government that works for the common good.
He said the Mexican government is working to guarantee all Mexicans can exercise their civil, political, social, and economic rights.
