U.N. war courts productive but stymied

UNITED NATIONS, June 29 (UPI) -- The United Nations war crime tribunals for the former Yugoslavia and Rwanda both report difficulties meeting the Security Council's deadlines.

Chief Prosecutor Carla Del Ponte of the International Criminal Tribunal for the former Yugoslavia before the U.N. Security Council Tuesday, criticized the failure of authorities in Serbia and Montenegro and in the Republika Srpska of Bosnia and Herzegovina to arrest 20 indicted people.

They include former Bosnian Serb leader Radovan Karadzic, former Bosnian Serb Gen. Ratko Mladic, and former Croatian Gen. Ante Gotovina.

The council wants investigations wrapped up the end of this year, trials by 2008 and appeals by 2010.

Del Ponte said Croatian authorities had become more cooperative with the ICTY. Later, she told reporters, "somebody is looking for Karadzic very hard and he will be captured very soon."

Reminded she earlier predicted major arrests by the end of the month, Del Ponte shot a glance to the ceiling as she said, "Yes, I am still optimistic," and with what appeared to be a wink added, "Let's see."
