Congress may clarify who can be president

WASHINGTON, June 2 (UPI) -- U.S. Sen. Don Nickles, R-Okla., wants Congress to clarify what the Constitution means when it says only a "natural born citizen" can become president.

Nickles has introduced the Natural Born Citizen Act to clarify that the Constitution means to include children born outside the United States to citizen parents or parents able to transfer their citizenship, the International Herald Tribune reported Wednesday.

That would include people like U.S. Sen. John McCain, R-Ariz., who was born to U.S. parents while they lived and worked in the Panama Canal Zone.

"We should not wait for an election to be challenged," Nickles said when he introduced his legislation, "and the courts to then decide what 'natural born' means.' "
