Putin appoints ally to monitor regions

MOSCOW, June 1 (UPI) -- Russia's president has picked a loyal bureaucrat to monitor how well regional authorities follow federal laws and presidential decrees.

President Vladimir Putin appointed Alexander Beglov, a St. Petersburg official who has proved his loyalty, to run the presidential administration's Control Department, the Moscow Times reported Tuesday.

The Control Department monitors how authorities observe federal legislation and presidential decrees.

Beglov succeeds Valery Nazarov who has been transferred to head the Federal Agency for Managing State Property.

Beglov, who appears to have no ties to the secret police, is a construction engineer by training, the newspaper said.
