Among the mourners are Australian Prime Minister John Howard and other dignitaries.

There were fresh warnings Saturday that militants had developed new tactics and techniques and could strike in Indonesia again.

Eighty-eight Australians died in the Oct. 12 blasts, which ripped through two nightclubs in popular Legian Street in the Kuta beach region.

The Bali attacks and the Aug. 5 suicide bombing at the J. W. Marriott Hotel in the capital Jakarta which killed 12 people have been blamed on Jemaah Islamiyah. The terror group is al-Qaida's arm in Southeast Asia.

Four key militants involved in the blasts have been arrested. Three of the four have been sentenced to death. Dozens others have been convicted, but other key suspects remain at large.
