WH gives Congress Homeland dept. plan

WASHINGTON, June 18 (UPI) -- The White House's draft proposal for creating a new Cabinet Department of Homeland Security was being presented to Congress Tuesday. Various offices of other departments and agencies that deal with terrorism-related issues will come under the proposed department's authority.
