Davis calls for jobless benefits windfall

SACRAMENTO, Jan. 8 (UPI) -- Gov. Gray Davis used Tuesday's State of the State speech to propose making this year's increase in unemployment benefits retroactive to Sept. 11. The move would put an additional $400 million in the hands of Californians laid off in the wake of the terrorist attacks.
