INS to be split

WASHINGTON, Nov. 14 (UPI) -- A new restructuring plan for the Immigration and Naturalization Service splits the agency's function in two, Attorney General John Ashcroft said Wednesday. One branch will handle immigration law enforcement and the other will handle other services.
