DeLay offers partial federal airport plan

WASHINGTON, Oct. 10 (UPI) -- House Majority Whip Tom DeLay, R-Texas, Wednesday introduced an airport security bill that would federalize far fewer security employees than the current Senate version. DeLay said that a private-public partnership offers better results through accountability.
