The Development Committee is made up of 24 members, most of whom are finance or development ministers of their respective countries. The members together represent the full membership of the bank and the IMF, and the committee advises the two institutions' board of governors on development issues.

Carstens has been Mexico's finance minister since last December; he was the IMF's deputy managing director from August 2003 to October 2006 and has also served in Mexico's central bank.

The next committee meeting will be held April 15 in Washington.
