Annan to discuss U.N. reforms in China

BEIJING, Nov. 30 (UPI) -- U.N. Secretary-General Kofi Annan will discuss U.N. Security Council reforms during his visit to China next week, a Chinese Foreign Ministry spokesman said.

Annan is scheduled to visit Beijing from Dec. 4 to 7.

Spokesman Liu Jianchao said China supported reforms, but wanted an increased number of African and developing countries on the council, Xinhua reported Wednesday.

Japan, India, Germany and Brazil have proposed that 10 new seats be added to the Security Council, including one for each of them, but China has threatened to veto the plan if a vote is taken.

Annan is still pushing for reform by the end of the year, despite the failure of negotiations earlier this year. He complains that the council, in which the United States, Russia, China, Britain and France are permanent members with veto power, reflects the balance of power after World War II and not the current reality.

The council also includes 10 non-permanent seats that rotate every two years.
