U.N. envoy says Cyprus talks on track

BURGENSTOCK, Switzerland, March 25 (UPI) -- The top U.N. envoy at negotiations to reunify Cyprus before its entry into the European Union May 1 said Thursday they are on schedule.

U.N. Secretary-General Kofi Annan's top Cyprus adviser, Alvaro de Soto, said they were on track even though the parties are not always in face-to-face discussions.

The meetings in Burgenstock, Switzerland, aim to finalize changes to Annan's plan that will be submitted for approval by the Greek Cypriots and Turkish Cypriots at two separate referenda April 20.

Greece and Turkey were taking part to lend a hand and the two countries' Prime Ministers are expected to join the discussions on Sunday along with the secretary-general.

Should this last push fail to resolve disagreements, Annan would exercise his right under the accords to decide outstanding issues.

The plan calls for a federation of two constituent states on the Mediterranean Island -- a Greek Cypriot state and a Turkish Cypriot state.
