The Quartet comprises the United States, Russia, the United Nations and the European Union. Ferrero-Waldner represents the EU in its meetings.

So far the Quartet has been demanding the Palestinian government accept Israel, renounce violence and abide by past agreements the Palestinians have made with Israel. An Israeli official noted it would not be the first time that the Quartet invites Arab states to appear before it.
