Military eyes domestic terror response

WASHINGTON, Aug. 8 (UPI) -- The U.S. military has produced operational planning to guard against and react to terrorist attacks in the United States.

The plans, which cover more than a dozen scenarios of terrorist attack, were developed the Department of Defense's Northern Command, based in Colorado, The Washington Post reported Monday.

CONPLAN 2002, one of two major planning documents, incorporates various documents, memos and orders for homeland missions for air, land and sea operations. It reportedly covers not only post-attack scenarios but addresses measures to prevent attacks from occurring.

CONPLAN 0500, which is in its final stages, specifically deals with post-attack operations.

The first plan will soon be presented to Defense Secretary Donald Rumsfeld and other top Pentagon officials for review and approval, it said quoting NORCOM officials.

The U.S. military is forbidden by law from most law enforcement activities within the United States, and official stressed any action that could be taken was being envisioned as back up to regular civilian law enforcement and emergency operations.
