CA man caught posing as police officer to force sex on male victims

"This is a nightmare scenario if I've ever heard of one," says San Francisco's district attorney.

SAN FRANCISCO, July 23 (UPI) -- A San Francisco security guard is behind bars, charged with posing as a police officer to force Central American immigrants to have sex with him.

Police say 35-year-old Jeffrey Bugai repeatedly targeted immigrants with little ability to speak English, threatening his victims with deportation if they did not submit to Bugai's "custody."

Bugai would allegedly then handcuff his victims, take them to his Bay Area home and coerce or force them into various sexual acts after administering intoxicants.

"It's a very serious charge." San Francisco County District Attorney's Office spokesman Alex Bastian told KTVU.

"This is a nightmare scenario if I've ever heard of one. You have a person who's purporting to be a law enforcement officer and he's kidnapping people, allegedly."

Those who know Bugai said he had a history of posing as a police officer to try to force

"At one point, he wouldn't pay his rent and he told me he was gonna arrest me and I asked him 'How could you arrest me -- you're not even a police officer,'" Bugai's landlord described.

"We were in the process of evicting him and now he's in jail. So obviously, hopefully, he's not coming back and we'll get resolution from that."

Bugai has entered not guilty pleas to kidnapping to commit a sex crime, assault to commit a felony, attempted of forcible oral copulation and attempted sodomy by use of force.
