According to the report, Denver is unwilling to pay the salary Fitzpatrick is seeking as the Broncos search for their next starting quarterback following the retirement of Peyton Manning and Brock Osweiler's decision to sign with the Houston Texans last week.
On Friday, the Broncos acquired veteran quarterback Mark Sanchez from the Philadelphia Eagles, who will receive a conditional late-round pick in the 2017 NFL Draft.
The Broncos plan to monitor Fitzpatrick's situation while continuing their attempt to bring in another quarterback to compete with Sanchez, according to ESPN.
Fitzpatrick, 33, threw for 3,905 yards with 31 touchdowns and 15 interceptions in 2015, his first season with the New York Jets. The Jets have been in a stalemate to bring back Fitzpatrick.
Trevor Siemian is the other quarterback currently on the Broncos' roster.
