U.N. readies draft for Cancun summit

CANCUN, Mexico, Dec. 6 (UPI) -- A U.N. panel in Mexico agreed on a series of draft proposals meant to increase awareness of the problems tied to climate change, an official said.

World leaders are gathered in Cancun for the meeting of the U.N. Framework Convention on Climate Change where they are examining ways to find a common environmental agreement.

Patricia Espinosa, the Foreign Affairs minister for Mexico and president of the Cancun conference, said draft decisions showed delegates had the political will needed to address climate change.

"These advances form an important part of the groundwork for strengthened global climate change action," she said in a statement. "They also clearly show that countries have come to Cancun in good faith to show the world that the multilateral process can deliver as long as a spirit of compromise, cooperation and transparency prevails."

Espinosa said a draft proposal considers a "near agreement" on legislation for carbon capture and storage technology. Also under consideration were ways to foster civil engagement on the decision-making processes regarding U.N. climate change proposals.

The draft proposals will be put forward for delegates at the conclusion of the climate talks Friday.
