European cell phone rates under scrutiny

BRUSSELS, Feb. 26 (UPI) -- Some of Europe's biggest mobile phone companies reportedly have just about convinced regulators they no longer overcharge customers when abroad.

Since 2000, the European Commission has been investigating so-called roaming charges in Britain and Germany where they are believed to be the highest.

Mobile phone users pay up to $1.25 a minute to make phone calls in countries other than their own, on top of the price charged by their own provider. Callers often have no choice over which local mobile operator relays these calls, and they have no way of knowing how much they pay for this service.

The International Herald Tribune says formal charges against the British mobile phone companies will be filed in the coming months and the companies may be fined for having overcharged until now. But an official said the fine would be modest if it turned out that the overcharging had ended.
