Cal State freshman fail to make the grade

SAN DIEGO, Jan. 29 (UPI) -- Nearly half of California State University freshmen fail to meet state university English standards, prompting concern among education officials.

CSU spends more than $10 million a year on remedial education for freshmen who don't achieve proficiency in English. Despite eight years of trying to raise the proficiency, the campuses are failing to reach targets, the San Diego Union-Tribune reported Thursday.

The university has been experimenting with a new program to reach high school students in their junior year of high school, training their teachers to give them better instruction in critical analysis and testing them on CSU proficiency so they can see what they need to improve on.

CSU has developed test questions that have been added to the state standardized tests that all students are required to take. Taking the extra portion of the test, however, is voluntary.
