Vt. gov's race settled by concession

MONTPELIER, Vt., Nov. 7 (UPI) -- Because no gubernatorial candidate in a 10-person field won a majority of the vote, it'll be up to the Vermont Legislature in January to officially choose the state's new governor. However, Republican state Treasurer James Douglas has claimed victory after the runner-up, Democratic Lt. Gov. Doug Racine, conceded.
