FEMA gears up for hurricane season

WASHINGTON, April 5 (UPI) -- The chief of the Federal Emergency Management Agency highlighted steps by the agency to prepare for the hurricane season and stressed personal preparedness.

R. David Paulison addressed the opening session of the 29th Annual National Hurricane Conference held in New Orleans this week, a press release from the agency on Wednesday stated.

"FEMA is better aligned and focused on helping America to prepare before an event strikes," Paulison said.

In his speech, Paulison noted efforts to create stronger operational systems and implement plans to improve response and coordination. He said that the agency has made reforms in communications and disaster operations; disaster assistance and reducing the potential for waste, fraud, and abuse; logistics management; and operational planning and continuity.

Paulison said that FEMA has renewed its efforts to coordinate with local and state governments to ensure that emergency responders at all levels are prepared for the hurricane season. "FEMA is working closely with each of the 11 state emergency management communities in hurricane prone states, using a consistent set of measures and tools to evaluate strengths and vulnerabilities," said Paulison, "This will allow us to better tailor our response."

Paulison spoke of personnel changes at the "new FEMA" that have brought staffing level up to 90 percent and filled its leadership ranks with individuals with ample emergency management experience.

Paulison also emphasized the need for individuals to take steps to prepare themselves for possible natural and man-made disasters. "FEMA is dedicated to fostering a culture of personal preparedness in America. Americans must be prepared to care for themselves and their loved one during and immediately following a disaster," Paulison said.
