U.S. calls for more open Chinese military

BEIJING, March 23 (UPI) -- The chairman of the U.S. military's Joint Chiefs of Staff said China should be more open about its military plans.

Speaking at a press conference during his first visit to the country Friday, Marine Gen. Peter Pace said that China's anti-satellite missile test earlier this year confused the world about the country's military aspirations. He added that a hotline could be established between the United States and China to improve communications between the two countries.

"I used the example of the anti-satellite test as how sometimes the international community can be confused, because it was a surprise, and it wasn't clear what their intent was," Pace said. He warned that when there are mixed signals, "there are surprises, then it tends to confuse people and raise suspicions."

In January, China shot down a weather satellite but did not confirm the fact until a week later.
