JANET JACKSON: CBS, fighting a $500,000 fine for airing pop singer Janet Jackson's right breast during a Super Bowl halftime show, has scored a court victory in Philadelphia.

The U.S. network has been fighting the Federal Communications Commission over the breast-baring incident -- Jackson called it a "wardrobe malfunction" -- since it happened in 2004.

CBS News said a three-judge panel of the 3rd U.S. Circuit Court of Appeals upheld its previous decision that the indecency fine was invalid.

The appellate court ruled the fine amounted to an undisclosed change in the enforcement of its indecency policy concerning "fleeting images" and therefore could not be enforced.

"We again set forth our reasoning and conclusion that the FCC failed to acknowledge that its order in this case reflected a policy change and improperly imposed a penalty on CBS for violating a previously unannounced policy," the court said.

The FCC said in a statement it was disappointed by the court's ruling but didn't say whether it would appeal.

The FCC fined CBS because one of Jackson's breasts was exposed for a few seconds when Justin Timberlake tore off a piece of her clothing. The halftime show of the New England-Carolina championship game had a television audience of about 90 million people.


STANLEY TUCCI: U.S. actor Stanley Tucci is engaged to marry Felicity Blunt, the sister of actress Emily Blunt, his co-star in "The Devil Wears Prada," UsMagazine.com said.

Felicity Blunt works at a London literary agency.

Tucci's wife died of cancer two years ago. They have three children together.

"Stanley is very happy with her," a source close to the couple told UsMagazine.com.

"Emily loved Stanley on the set of 'Devil,' and just thought they would hit it off, so she set them up," the insider added. "It hasn't been easy for him getting into a new relationship, but Felicity is a lovely person and very warm and comforting."

The celebrity news Web site did not say if a wedding date has been set.


PRINCESS CHARLENE: Princess Charlene of Monaco insists she was not a reluctant bride when she married Prince Albert II in July, despite rumors claiming she was.

The royal couple sat for their first television interview this week since the wedding. Conducted by Matt Lauer, the interview aired on Wednesday's edition of "Today."

During the chat, Lauer asked the newlyweds if rumors claiming Charlene had second thoughts about the marriage were true.

"Why would you go through all this effort to have this fantastic, you know, couple of days and have our most intimate, dearest friends come and join us for us to be reluctant?" Charlene replied.

"Yeah. You know, I think there were, you know, part jealousy, part people that were envious, or that, you know, wanted to disrupt and did not like the fact that we were finally coming together and marrying," Albert added.

Albert is the 53-year-old son of the late Prince Rainier and late film star Grace Kelly.

He married Charlene Wittstock, a 33-year-old former Olympic swimmer, after six years of dating.


DENISE RICHARDS: U.S. actress Denise Richards and rocker Richie Sambora -- whose yearlong romance ended in 2007 -- are back together, a source told E! News.

"They're very happy and are dating," the insider said. "They never stopped caring for each other."

RadarOnline said the couple were spotted enjoying dinner Sunday at a Japanese restaurant in Woodland Hills, Calif.

Richards is divorced from actor Charlie Sheen, the father of her two daughters. Sambora has a daughter from his previous marriage to actress Heather Locklear.
