The proposed Security Cooperation Center is part of a second-phase plan by NATO to share its training expertise with countries that participated in its Mediterranean Dialogue - Algeria, Egypt, Israel, Jordan, Mauritania, Morocco - as well as Gulf states who are part of NATO's Istanbul Cooperative Initiative of 2002.

The Mediterranean Dialogue first began in 1994 to promote understanding of NATO among Middle Eastern countries and to contribute to regional stability.

The report said the proposed center would be owned by MD and ICI countries but would also receive funding assistance from NATO.

The Jordan Times also reported that Amman has asked NATO to establish a specific trust fund to help support Jordanian efforts at landmine removal.
