WASHINGTON, Sept. 11 (UPI) -- A group of experts has completed a report card on the state of the world-wide struggle against terrorism -- and gives more Ds and Cs than Bs, and no As at all to the United States.
The Council on Global Terrorism, an informal international study group of seven respected authorities on global terrorism set up by magazine publisher David Bradley, completed the report card to mark the fifth anniversary of the Sept. 11, 2001, terror attacks.
"This is not a report card you bring home happily to your parents," said council member, Georgetown University's Bruce Hoffman.
"The poor -- really, terrible -- grades don't go to effort," added Hoffman, "We are trying very hard. The problem is the very magnitude of the problem matched against the deeply uneven success."
Some of the best grades were awarded in what a statement from the council calls "some of the most critical areas: cooperation between allies; securing nuclear stockpiles in Russia; and aviation security." The council awarded Bs on these issues, believing that "Significant progress is being made on these crucial fronts."
But the majority of the grades given were Ds and "in those areas with the longest-term impact, the group's assessment was dire," continues the statement.
The failing grades include an F for foreign policy and reversing Islamic radicalization.
