Rumsfeld: New rules for non-lethal combat

WASHINGTON, Feb. 5 (UPI) -- Top Pentagon officials have written new rules for combat troops in Iraq that would say when they can use non-lethal weapons to incapacitate civilians. U.S. Defense Secretary Donald Rumsfeld told Congress Wednesday: "We are trying to find ways that non-lethal agents could be used within the law."
