BEIJING, Nov. 14 (UPI) -- Chinese leader Jiang Zemin stepped down as expected at China's 16th Communist Party congress, which officially ended Thursday, but there were signs that he would retain personal power as the country's paramount leader. The Congress adopted resolutions that China experts said ensured that he wouldn't be marginalized.
