Guarded welcome for NATO elite force

BRUSSELS, Sept. 25 (UPI) -- Defense Secretary Donald Rumsfeld was on his way back to Washington Wednesday after three days of meetings with his NATO counterparts, during which he proposed a new, standing quick-reaction force and helped brief them on the U.S. view of the Iraqi threat. "We provided our allies with an intelligence briefing on the Iraqi threat that it poses to the world," Rumsfeld said.
