Colombia declares state of emergency

BOGOTA, Aug. 12 (UPI) -- Colombia's new President Alvaro Uribe declared a state of emergency Monday to fight what the government described as a regime of terror following a surge of war violence that has claimed more than 100 lives. Uribe, who was sworn in on Wednesday, blames the increase in violence on the Revolutionary Armed Forces of Colombia (FARC), the country's main left-wing guerrilla group.
