Kim vows better ties with North

SEOUL, Jan. 1 (UPI) -- Despite last year's setbacks in his policy of reaching out to North Korea, South Korean President Kim Dae-jung Tuesday vowed to press ahead with efforts toward reconciliation with the communist rival. But North Korea reiterated its call for the withdrawal of the U.S. troops from the South, a demand that has stalled inter-Korean reconciliation process.
