BRUSSELS, Dec. 20 (UPI) -- Consumer confidence has improved in the eurozone and European Union in December, the European Commission said Friday.

In a flash estimate that could be revised, the commission said its consumer confidence indicators from November to December rose from minus 15.4 to minus 13.6 in the 17-member eurozone and from minus 12.4 to minus 11.1 in the 28-member European Union.

The numbers are typically negative. The long-term average for the index, dating to 2003, is minus 12.5.
