Report: U.S. Postal Service tops worldwide

LONDON, Dec. 15 (UPI) -- The troubled U.S. Postal Service has the highest ranking among universal postal service providers, a British study released Thursday indicates.

The Oxford Strategic Consulting review found that the U.S. Postal Service, which is considering cutbacks in delivery service, facilities and personnel to overcome a multibillion dollar debt, was at the top because of its high operating efficiency and public faith. The agency handles more than five times more letters per full-time delivery employee than Germany's privatized provider, Deutsche Post, which was ranked fifth.

The report examined performance over three years against three key metrics -- access to vital services, resource efficiency, and performance and public trust.

"People tend to think the Internet has made the postman redundant but postal services still provide the backbone for e-commerce deliveries," author William Scott-Jackson, director of Oxford Strategic Consulting, said in a release. "If you could live anywhere in the world, and were sending a present to someone this Christmas, you'd want to be in the U.S., Japan or Australia."

The report found Japan Post, second overall, and Korea Post, fourth overall, performed well on all counts, while No. 3 Australia Post was strong on both efficiency and access. Britain's Royal Mail was sixth nipped France's La Poste with nearly double the efficiency in letter delivery.

Italy's Poste Italiane, 11th overall, experienced declines in performance and efficiency, causing it to fall behind 10th-place Russia Post, the report said.

Russia Post improved its performance faster than any developed country operator, the report said.
